The Surface RT uses a completely different type of processor to power it, and normal windows applications will not run on an RT, only specially written applications available from the store will run.
That said, RT users should be able to download music and video, although they may need to download an application from the store to be able to play some formats. As I said earlier in this thread, if you have a Surface RT you cannot install normal Windows applications as the RT uses a different processor type which needs the application to be specifically written for RT.
Non-RT Surface users have effectively a standard Windows machine and can use the same applications as desktop machines. ARM and x86 processors have fundamentally different instruction sets. It is not recommended but there are emulators hardware or software that enables one computer system called the host to behave like another computer system called the guest. An emulator typically enables the host system to run software or use peripheral devices designed for the guest system that can however allow one to port some legacy software on an ARM based Surface RT.
